Outlook blocked access to the following potentially unfase attachments

Just recently Outlook 2016 installed on users PC's is blocking all attachments with the message "Outlook blocked access to the following potentially unsafe attachments". 
If a user copied the email to there desktop they can access the attachments and also they can access using their web browser logging into Office 365. 

I have tried Level1Remove which works but popups up to ask a user to save the attachment first which is not what I want. Outlook 2016 is fully updated and the blocked attachments are only happening for some users not all.

Sometimes an update tends to mess things up a bit. Check to make sure that the file associations are still correct for the file extension type and the corresponding program used top open it. If that still wont allow you to open an attachment, check out this LINK for some step by step directions with screen shots.

    It is a better way to run Outlook in Safe mode on these users system, whose systems are creating this issue. Check all settings (in detail) of those users whose systems are not creating & check all the settings step by step with problematic users. Also check all the updates were done perfectly for all users.
