Outlook 2013 Does not Honor Group Policy for PST file location

I want to move users archive PST's out of the Documents folder, as it is redirected and participates in a DFS remote backup.
I installed the ADMX files on the domain controller, and populated the PST key for the default location. I run a GPRESULT on the target machine, and the group policy is recognized and shown in the list. But when I go the the archiving tool, it still shows the original location in My Documents as the default.

Exchange 2010, Outlook 2013 (and Outlook 2010 and 2007)
