First place I would start is can that same user login to another computer on the same network and do any of these tasks? If the problem follows the user then the user’s profile is probably corrupt and you will need to build a new one.
If the problem does not follow then the Office installation is probably corrupt. If you don’t use office and just use Outlook then the installation of that is probably corrupt. You will need to uninstall office or outlook and reinstall it. But after you install it and BEFORE you do the reinstall make sure you go to C:\program files and delete the office directory where it originally was installed. If you do not do this then the problem might resurface from items left over from the unistall.
