RDBMS is the basis for sql & for all modern DB systems like sql server, db2, oracle, mysql, sybase etc. I think when u learn oracle u have to also learn sql also as well as Codd rules that related to RDBMS.

Actually ORACLE is a company, which develops many products. You are
probably referring to the database, but it would be better if we
wouldn't have to assume. I know people that simply says 'Oracle' for another software developed by them.
It would probably be better to learn SQL first, because some Oracle documentation might assume that you already have some basic knowledge of the language, and will focus more on the features or characteristics that are specific to their implementation.
SQL is a standard for communicating with the database. Once you learn SQL you can use that to Oracle as well as SQL Server. Most of the database adhere to this standard.Learn SQL, then go to Oracle specific learning.
