Assuming here 11 means 11g, and yes oracle 11g release 1 i.e. 11.1.0 released in September'2008 and 11g release 2, i.e. 11.2.0 released in August'2013.

There are still Commodore 64s being used. I have no doubt that Oracle versions much earlier than 11.1 can be found in use.
