How is latency measured? Is 7ms (milliseconds) good for a Network Latency or bad? Is it true that the lower the number the better?

Round trip latency (as you asked for measurement) is measured by adding one way latency from the destination to the time it takes the packet to return from the destination and arrive back at the source. So it depends on distance / source. Yes, it is quiet better.
