In my Excel spreadsheet, I have to take a number of rows and turn them into a comma-separated list in another cell so my boss can copy and paste the numbers into a different program. What's the best way to do that? Thanks!

Is he really going to paste the full string of comma separated numbers? To keep it usable you should just convert all the data to text then sting the values and separate with a comma.
    Something like this
    =CONCATENATE(A1,",",B1,",",C1,",",D1)
