Outlook messages not marked as read in shared e-mail

We have an email address that people send general questions to. There are multiple people who read and respond/forward e-mails to this address (we each have our own email as well) User A reads e-mail message #1 and sends reply. Message #1 appears to User A as "read" and the reply symbol is visible. When User B checks e-mail, message #1 appears to user as "UN-READ" and the REPLY symbol is not visible. Often User B also responds duplicating efforts. How can we change settings so the READ e-mail messages will be appear as READ to all.

There is no option available in
Exchange server side to manage mailbox read or unread status.

But In Outlook, we can set
the following settings: In Outlook 2010/2013, click View > Reading Pane >
Options. The default is set to mark items as read when selection changes.

If you disable this option,
all mails remain as unread unless users manually mark it as read or double
click the message to open it in its own window.

    I am trying to do the same thing except we have Outlook 2007.
    Multiple people share an "info" email address and I am trying to find a way to tell when someone else reads or responds to an email so we all do not do duplicate work and all respond to the same email.

    Is the original email being sent to one or multiple accounts? Each account keeps track of it's own read/unread emails. If I sent an email to our support desk it goes to one address. Six people may have access to that account. If someone read one it will flag it read. If 3 others have the account open it may still show it unread until they refresh their view.
