If I understand you correctly,
FIrst you create the *SAVF on the Production Box
Next, you make changes to the file with Turnover on the Produciton Box and those changes are sent and applied to the Development box.
Lastly, you try to Restore the initial *SAVF.

If that is the scenerio, you need to either do the restore before Turnover runs, or create a new *SAVF after turnover runs. and use that one.
The order of events is;
The change is made on the Development Box,
Distributed to the Production Box.
The SAVF is created on the Production Box,
The SAVF is Restored to the Development Box.
