We need more details on the type of computer, hardware and OS. Is this an internal or external drive? Was it just a normal boot or was it a restart after a Windows update was applied? Do any lights come on or do you hear any sounds when powered on? If not it could be the power supply.

More information is required. What OS is there? How many hardware linked with this system? You can detach all external hardware (like modem, joystick, external HDD etc.) except Mouse & Keyboard and then try to reboot again. Also you can boot the system in Safe mode and check if that helps. But more useful information is always helpful for determining your problems.

Moreover, you can check System's BIOS and observe if the HDD / CD drive shows there. Keep in mind various system/ PC/ Laptops have different ways to open BIOS. So be careful and don't make any changes.
