Loudness Standard Audio Issues on Premiere Pro CC

When I edit a TV commercial movie for broadcast on Adobe Premiere Pro CC 2014 I have the following audio problem.

I generate a stereo audio file on Logic Pro and make sure it is Loudness Standard  ( -23LUFS ).
Then I import this audio file into Premiere and insert T.C. Eletronics Radar Loudness Meter plugin in the track I am using for audio in order to check if the audio loudness level is -23LUFS. Ok it reads -23LUFS.
But then comes the problem. When I insert that same plugin in the MASTER channel it reads -26.5LUFS. 
And when I generate an XDCAM copy of this material the audio measurement is -26LUFS. 
Can anybody help me with this?
