Although this problem happened a while ago, I just had the same problem with Lotus Notes 6.5.5 today, maybe this would be useful to someone else as well.
In my case it seemed to be related to the insert signature feature.
In Lotus Notes go to Inbox, click Tools > Preferences > Mail (tab) > Signature (tab).
The File field contained a path to a file that didn’t exist, simply removed (or correct if you are using singatures) and that fixed the Import popup problem.
