Lock OUTQ with authorization listing

Would like to lock down an OUTQ and I have put it in authority listing, but I must be doing something incorrect because can still access the OUTQ.  Thank you. I am on iSeries-Power 720 rel 7.1

    Does the user have *allobj or *splctl special authority. They would still have access to the outq.

    Perhaps you need *PUBLIC Exclude

    Any authority assigned directly to the object overrides the authority from the authority list.
