According to Azohawks link ..

Starting with Version 4 of IBM® OS/400®, a license authorization code (also referred to as a key) must be installed on your system. Each system is assigned a unique license authorization code for every Version/Release/Modification of OS/400 or IBM® i5/OS®. To ensure continuous operation of your system, this code must be installed within 70 days after installing the Version/Release/Modification of OS/400 or i5/OS.

Try to run the command like, DSPLICKEY which helps to display license key information. It also provides the number of usage limit etc. Please do not restore license key, it can be messed the system. It is better to contact entitlement support at IBM.

I meant at what level of OS did it become necessary to enter license keys? Was it at V4R4 or V4R5. It wasn't necessary to enter keys in earlier releases of the OS.

AFAIK, the final enforcement of license keys happened at the upgrade from version 3 to version 4. IOW, it happened at V4R1. It was a version-change event.
