IT Procurement processes – the specification nightmare

I was not quite sure how to title this so this is the best I can do for the moment. I work in an area where there is a requirement to re-evaluate software on a regular cycle but also in an environment where the requirements for the functionality change on a regular basis or at least at the whim of the government in place at any one time. The major issue is that a specification is written for the procurement of the software along with all the requirements etc, the software is chosen, installed,tested accepted and we work with it for n amount of time and then the tendering process starts all over again but the specification document has remained the same and then requires a lot of work to bring it up to date as systems, processes and legal requirements have changed. I wondered if anyone had any experience of software that can be used to track this sort of gradual shift in requirements and then produce specifications based on this
