Is it possible to gray-out a portion of Windows Settings UI and disable it’s corresponding function?

Say for example the "Hey Cortana" in Settings, I want to gray out (disable) the on/off toggle button and prevent users from enabling it. Is it feasible? or can be done programatically?

Sounds like you might be able to do this using a group policy. As long as its the enterprise edition according to Microsoft

    You wanted to customize the settings which is a built-in mechanism. That case it may possible to write a script or you can go for GPO, but both the case you must have admin rights.
