Internet dropping at random times

At random times my Internet will spike to 3000ms and time out at random times. What I have tried: Replacing wiring (my ISP did it), new router and modem, changing channels, verifying that its not my PC its my network, verifying its not my ISP by connecting to a VPN and its still bad (also if I tracert its bad on my ISP's address), its not too many devices connected cause I monitored the bandwidth and its fine, what if it was DDoS so I put "drop packets that match source port 1-65535, checked for interference found nothing, called my ISP, I really need help with what is going on its been getting very annoying and I also try connecting to my router and modem its on the both of them.

    Is this a broadband or DSL connection? If broadband, and the drop times seem to be at the same time, it may be network traffic. I have been told there may be peak usage hours, say 7:00pm when most people may jump on their PC's that you may see random drops or slow speeds.
