Have you tried look at the QHST Log to see if it’s an internal or external attempt? What time is this occurring? It may be that the login is coded in a program.. (bad idea if it is) but I have seen it done. If this is a new and recent problem, does it always happen at the same time or is it random? If consistent check with programming staff for any new schedule changes that may be causing this. Make sure you have a backup signon with the same authority. You do not want to get locked out if the QSECOFR profile. We did once and had to have IBM come in over a weekend and fix it for us at a good expense to get control back. Without QSECOFR we could not make any system changes.
