If you did mean ISP (internet service provider)  they are about the same. The security comes down more on the end user. The ISP may be able to filter junk mails and other lower level security but he bulk of protection is on you and the software you run.

    For what reference have you asked for? The main question is asked for IPS for security while IPS stands for Intrusion Prevention System and ISP stands for Internet Service Provider. So this is confusing. Please come back with more details with actual scenario.

    If ISP security your main concern, an ISP blocks incoming connections on some well known ports. It provides mechanism to block spam/ virus & other malware sent over email (while this is not full proof). But yes, it helps to block some web sites by removing DNS mappings. There are more, you can read some books on cyber security.
