In which module of a SAP ERP/PLM system should compliance checks be organized?

When a original equipment manufacturer designs and produces materials he has to comply with relevant national and international standards. The problem is how to link the material master to the different parts of these standards in order to keep track of where one is in compliance and where changes has to be implemented. This linkage is also useful to keep track of when a standard is revised and introduces requirements that leads to requirement in change of the material. The questions are if there exsist any best practice on this or if there are some experinece of handling this in a SAP module.
