You are repeating same line but without any details. What make/ model of your cell phone? How did you know that you have been hacked? What symptoms are there on your phone? How you connect your phone on net? Have you shared password(s)  with your nearest one?

If you want to know, first be prepared to supply a chunk of money. Then be prepared to deal with any number of people you won't be able to trust. Finally, be prepared to learn that no one "hacked" your phone.

Otherwise, turn the whole question over to the appropriate authorities. We don't know anything about you, so we can't tell you who they might be in your region (if any exist).

Before doing anything better, please change all the necessary passwords including email with complex format. Try to take necessary backups including your personal data/ files/ folder & if possible messages, social media etc. Then try to reset the system. But without proper backup don't go for reset. However more information is needed.

What makes you think you were hacked. It could be to a questionable app or site you may have visited that you gave access to when you clicked a button like "accept" or an age verification. Most likely it's not the phone but the accounts that you use were hacked.  Do you use strong passwords using upper case ,lower case as well as numbers and symbols? Never use the same password on multiple sites either. Never use the name of anything as part of your password that you may post to social media like names of your spouse, children or pets...

And if you do something like changing passwords, don't use a "hacked" device to do it.

Yes, reset passwords from another clean device. If you have been compromised with a key logger, it defeats the purpose.
