Go to BIOS setup and check every setup is in order like boot sequence/ power setup/ date & time etc. As you mentioned, you could not change date time, actually what error message coming there. When reboot, is there any message like F1 to Resume, this can help to start laptop though date & time is not in order. However, laptop model/ manufacturer name is required. Also try to boot in safe mode, by pressing F8 key assuming this is a Windows OS.

When I try to change date and time, Can only use 0(Zero). There is no other error. According your Answer unable to use F1 or safe mode. I can only enter to BIOS Setup. Machine Model:-Toshiba Satellite C850.

How did you enter date and time, by typing or from drop down menu. And this is not F1, actually press F8 for safe mode.
