Add mechanism to a costume

I need something that will lift approx at most 5 lbs and that is operated on battery and can be easily disguised. Can someone help me with an idea? And wont cost into the hundreds :( Lift can be straight up and down or fold up I can make either work

    How often will it need to lift? Does it need to to allow a reverse/descend as well? I guess you could always slap a gear or pulley mechanism on something like a cordless screwdriver. How fast and high does the lift need to be?

    I suppose if i explain the costume , i am making a peacock costume the feathers would be in a down almost like a skirt and they lift straight up so a 180 angel . We would lift it to go up and down almost like a bridge would do for effect but not limited on hiw often. speed can be moderate compared to a turntable speed not sure how many bpi per second my aplogize.

    almost sounds like a small hydraulic motor used for opening/closing vents would work . The problem is they can be heavy to try and hide in a costume and carry around and they can be a bit pricey. I wad thinking maybe a small air bladder system may work. Hand pump a few time to inflate and lift. Then release the valve and cause it to lower.
