I believe the question was about Notes, not Outlook.
The manager would need to grant you rights as a delegate. While your manager is in his/her mailfile they would click Tools, Preferences and then navigate to the Access & Delegation tab. The interface there is pretty self explanatory.

by the way ......how about ACL (*access control list)? if my manager add my address in the ACL under her local database.......and i need to copy and install her local nsf database to my desktop then can i read or make admendment to her mail rite?if i make admendment will it syn with the server?
You're manager needs to add you to the ACL of their mail databases with at least Editor access and then send you the database link for their mail database on the server. You can then create a local replica of their mail database. That is, if you manager really needs you to have that level of access. You manager could also assign you rights to respond to their email on their behalf. Which version of Lotus Notes are you using? Depending on the version you have more options to accomplish this task.

Using the Access & Delegation tab is preferable as it creates a profile for the delegate which is used in the R6 and above interface as well as adjusts the ACL appropriately. Just using the ACL will present some new errors during normal usage for calendaring purposes, etc.
