How to simulate packet delay and loss in Linux

Is there anyway I can simulate a packet delay and loss for UDP and TCP in Linux to actually measure the performance of one of my applications? Would netem work for this? Thanks!

Yeah netem will work for this. Use tc qdisc add or change with the interface name.
