How to send live video from a USB camera to an overlay on a separate program

I have an old program which uses a video capture card which is no longer sold. The live video is sent to a chroma key in the program so as to show live video in a stand alone window. How can I do this using a USB camera and chroma key software? Or do I need to use a video capture card? But I still need software to send the chroma key.

    The camera is a pixelink PL-D775MU-T used for machine vision.  
    This is not a photography application.   I need to send live video on 
    to a window in another running program.   The widow has a chroma key
    and I want to port the live video on to that.
