How to send emails from alternative addresses in Microsoft Exchange

In our IT department, one of the most frequent requests we get from our users is that they want to be able to send from one of their alternate email addresses in Microsoft Exchange. It's configured with Exchange but not their primary address and I don't believe we can do this. We've tried to use separate accounts with POP3 access but that's only worked occasionally. Does anyone have any other ideas?
