Is it possible to be placed first in a search engine without paying them directly?

It is possible. But, You would need to work really hard for this.

  1. Your site needs frequent updates.
  2. Keywords/Labels should be mentioned for your content.
  3. Your content should be up to date.
  4. You should have a large number of visitors to your site (Maybe you would need to advertise your site through networking sites/blogs that are related to your content.
  5. Need to be optimized all targeted pages of your website according to the search engine’s guidelines.

Along with simply need to use promotion techniques like Social media and search engine promotion. You got the first potion on organic search easily but need to pay some agency or work at home

    1. You create your site with the latest standards.
    2. If possible, all content you must be labeled because search engines react to them.
    3. Your website should have many visitors.

    Also for applying SEO, you do not need any sort of budget. Yes, you might wanna invest in tools that should help you keep track of your rankings but it's not needed.

    It's all about value. What value are you contributing in terms of content that others will want to see, read, link to and so on? I'm guessing there's no real "value" algorithm that the search engines use but, at the end of the day, that's what it's about.

    Any website can be published live on the internet without being displayed on search engines results for a particular keyword. Keep in mind, as part of taking a snapshot of each web page, any renowned search engines read every word & other content on a web page in order to determine the specific subject of the page.

    The process is called Search Engine Optimisation (SEO). 

    If you want to rank first, you'll need to decide which keywords you want to rank for. Ideally, you'll use a tool like 'Keywords everywhere' or 'Google Keyword Planner' to determine which keywords have a good balance of search volume (how many users a month are searching for your keywords) and competition (how many other websites are competing for that keyword and how authoritative they are). If you're starting out, the search engines won't see your website as an authoritative source (use Moz tool to determine your domain authority and that of your competitors). You'll want to target keyword volumes which have some volume (e.g. 200 - 500 search per month) and a competition score which isn't too high. The keyword tools will tell you how competitive the keyword is on a scale of 0-1. At Chorus, our domain authority is 34 and this has been built up over years or hand work and thousands of links to our content from other websites who like our content. 

    Once you've decided on keywords to target, you'll need to create exception content. Search for your keywords in Google, read all the other articles on page 1 and then create BETTER content than those. 

    Follow an SEO checklist to make sure your title tags are properly set up, good meta descriptions which encourages a better click-through-rate. Follow standard SEO on-page optimisations checklists (e.g. using alt tags on your images, using H2 and H3 subheadings, appropriate amount of keyword mentions on the page etc. and internal linking. 

    Once you've optimised your page with all the on-page SEO best practices, start your off-site SEO. That means reaching out to higher authority websites and encouraging them to link to your website. Backlinks share their SEO authority with your website, thus increasing your website's authority and improving you listing in the search rankings. 

    Consider technical SEO too. That means making sure you submit a sitemap to Google and Bing etc., making sure your website load speeds are good. Make sure the page is optimised for mobile devices. Don't use duplicate content and do other things which search engines like to penalise you for. 

    Simply use Google to search for any of the terms in my answer and you'll find instructions on how to do all of this. At the end of the day, SEO is a time-consuming process and it's not a quick-win. You can't get to the top of Google overnight. You have to create interesting, relevant, high-quality content—otherwise Google will know you're trying to game the system in order to get better search ranking position. It's clever - so don't try and cheat it. Just focus on creating quality content that your readers actually want to read.
