How to override font from Arial to Times New Roman in Outlook 2010

For about the past month or so, I've been programmatically sending HTML-formatted emails and setting the font as Arial throughout. But I've heard that when a user receives an email, the text is in Times New Roman. Is Outlook just falling back to its default font? I'm not sure what's going on here.
