Probably you tried to mention about a file with the xltx extension, which is an MS excel template file. It is a combination of xml & zip compression for size reduction purpose. You can open it by using MS office (excel) or kignsoft office.If possible, please clear about the doubts about 1033, which you joined with this file extension.
It could be an 'Excel' template file. If so, most modern spreadsheet programs would open it. LibreOffice Calc would perhaps be the best choice. It's likely that the OP doesn't have MS Office since the extension would lprobably be automatically identified.
Unfortunately it could also be anything else, including something that shouldn't be "opened". In general, if you have to ask what a file is, you shouldn't try to "open" it. That's how a lot of significant problems start.
If you have problem to install MS office/ open office/ libre office, you can download freefileviewer (a small tool), at least. it can help to open the file.
