    Few months ago, the same question seen here. However, from where did you get this file and how? Generally, .txt file can be opened in notepad, which is a built-in tool of windows. You can double click the file, and it will open the file in notepad (assuming there is windows OS). But if the file has junk characters, then probably the file may not be opened or shows the characters.

    If it is an actually is an txt file, then notepad or any word processor can open it. I would normally use notepad to open it though because notepad will not insert any extra characters into the file and a word processor file will insert extra characters. If the file is a recovered data file of some sort such as a picture you do not want those extra characters insert into it.
