Here is a good link that explains the file format in detail.

It explains what company developed the file format,
its uses and what programs can work with this file format.
Once open in one of the programs listed you may be able to
save it in another format.

There are often additional programs and applications as well
but this is a starting point to try.

There are a few that don’t require Office in this list.

If you have further questions let us know.

If you
have to need to convert PST file
to MBOX file format. You can try this software PST to MBOX Converter Tool. It is easy to migrate PST file to MBOX
format. This tool supported MS Outlook 2002, 2003, 2007, 2010, 2013, 2016 and
2019.

Seeing as a .PST is a file that can only be opened by Outlook, I would go with Sub's suggestion, as I did not know there was a free viewer. Good info.

    1. Open Outlook, and on the File tab, choose Open & Export > Open Outlook Data File. "Note: Depending on how Outlook is set up, it's likely the folder where the .pst file is stored will open automatically. If it doesn't, browse to the file's location. If you're not sure where your Outlook data file is located, see Locating the Outlook data files."
    2. Choose the Outlook Data File (.pst), and then choose Open.
    3. In the outlook data file folder—typically at the bottom of your Folder pane—choose the folder you want to open.

You can easily open/ view PST file without Outlook application by converting them to TXT/ Text file format. For that select email that you want to save in TXT Format, then click on File> Select > Save as option. Now from there select TXT as the file type.
