So here's the situation. I would like to move Google Drive from my C: Drive to my D:Drive. What's the best way to do that? I need all of my files preserved / syncing on the D:Drive. too. What's the best process for this? Thank you.

First Sign in to the Google account. Scroll and locate for an option Advanced setup. Now click on Advanced setup. Next click Change to choose the folder name and location. Select the drive and folder that where you wanted. After selection, the files will now be re-synced down to the PC in this new location.
