How to manage separate user accounts?

I've leased a 100mb symmetrical leased line in my condo building and would like to share it between my 220 apartments. What kind of appliance do I need to independently manage user accounts?
Each unit has it's own independent IP address and wireless router already installed. I need something that will let me turn accounts (IPs) on and off, allocate maximum bandwidth speed and limit total bandwidth per user account?
We are currently doing this with a Linux based computer and some software, but the tech who setup the system is no longer around to support it so we want to replace it with an appliance that is easier to manage.
