How to give Oracle user access to another user’s schema

We have two users in Oracle that were created by running the following commands as SYSDBA from SQL Plus:
   create user $blah identified by $password;
   grant resource, connect, create view to $blah;
Now we need to give one of those users access to the other user's schema but we're not sure on how to run it. What's the best way to do this?

You can’t grant access to the schema itself.  You need to grant access to the objects in the schema.

If there are too many objects, you can automate it by writing code that generates the grants from the data dictionary tables.
