How to disable admin rights for Windows XP task manager.

I am new into the IT industry and have full administration rights. When my users try to access task manager to end a task, a window pops up asking for a login and password. My login and password works and they are able to end a specific task. How do I fix this so they are able to access task manager without my login and password? I have tried pretty much everything from going into server manager under local policies and changing the ctrl+alt+delete options as well as doing the same thing in the group policies. It still prompts them for a login and password.

    It might be something enforced by a domain policy. 

    Mentioning the server's OS could help others offer more accurate suggestions.
