    To declare an existing file, I would think you would do something like this.

    DCLF mylib/myfile

    you can then use RCVF to read records in the file

    After the RCVF you would then need to sub-string out your individual data fields into defined variables.

    Please define "flat file". There are at least three definitions, only one of which can be DCL'd in CL. And you would declare it just like you'd declare any file in CL. There's nothing different about a "flat file" that would be declared.
