How to create Virtual Internet Service Provider (VISP)

I employed the services of someone who claimed to provide Internet access for me using a VISP. He asked me to download a file. This file was named VISP with (pbk) extension. He provided me with a username and an IP address that I use to connect to his server. I want to know how he was able to create the server and provide a Virtual Internet Service Providers. Thank You.

    To setup your own VISP, you have to contact your local internet service provider/ISP, they can provide the necessary equipment/provision for the same, based on their terms & conditions.     First of all thank you very much for your reply. I did call my ISP as you said. They told me what they can do for me is to provide me with data after I have set up my own connection. So I want to know how to set up my own connection (more like an IP address) where people will be able to access the internet through it. 

    If it helps, I was able to connect on my phone with the VPN PPTP by using the address and the username he gave to me.

    Whom did you call, directly your service provider/ISP Or local vendor who provides the internet/cable connection. Assuming the second one. If yes, probably, the local service provider do not have much idea about it. You have to contact directly to ISP.
