Wow, that  is a fairly obscure format. The only thin I could find that was of any help was on this site.

This is kind of basic file. Sometimes it is not possible to convert a file from one format to another format for its structure. Here is one more link that can help you: https://www.filedesc.com/en/app/liberty-basic

Before we can make guesses about how it might be "converted" for Windows, we'd have to know what the file contained and what application created it.

There are at least two applications that use the .TKN extension, and the two types of files are completely different. Further, both of those are for Windows, so there is no need for conversion -- they're both already "Windows" files. And for either of them, you would use them by buying and installing the product that created them (whichever one it is).

How did you create the file? If you didn't create and it sent to you, you need to inform the sender that the file isn't meaningful to you.

And if it wasn't sent, then you shouldn't be trying to manipulate the file at all. Best thing to do is delete it. You have no idea what it might do to your system.

That previous paragraph is essentially what should apply to every "How do I use/open/read .XXX files?" question. We can't know why anyone has unidentified files nor who might've created it for what purpose (perhaps to masquerade as a less dangerous file).
