So here's the situation: My batch files are not running from the Task Scheduler. The only time they do is when I'm logged in. If I were to convert these files into a Powershell script, would they run correctly? If so, is there a tool that would convert them to Powershell?

Probably it is not possible to convert batch file line by line. It is better to find the key actions in the batch file & figure out how to do that part in powershell. Next fill out the rest of the script to make sure that part works. However, there are several tools to help to do the same job.
