How to access local files on a LAN through Android application

I'm trying to access files on my LAN through an Android application but I'm running into issues. I've already tried to access the file as a local file but that didn't work. Anyone have an idea on how to do this?

    "Android" covers a number of versions on many different manufacturers' devices of different types (laptop, tablet, smart-phone). On an ASUS TF300T tablet w/Android 4.1.1, I use ES File Explorer with fairly good results. Of course, it's necessary to have a useful LAN connection before anything will work.
