What OS are you using now? Like Mac/Windows? You can try with illustrator. But more details are required.

A lot of graphics package will allow a "SAVE AS" and select a different file format. Other will allow an export option to convert it to another format.  In your case specifically, despite being a vector editor, Affinity Designer exports to PSD instead. Exporting completed files is easier as the separate export dialog saves to EPS, PDF, PNG, JPG, GIF and TIFF formats.

Sometimes some software do not support to save a file in desired format. This time you can use filer converter tool to achieve your goal.
