I am thinking of removing my Internet provider and getting a hotspot for the house internet. I need Internet for a smart TV and laptop. Is this possible? Is there a monthly fee? Does it just run off my phone date? I don't really understand how it works.

If you plan on using multiple devices at one time I don’t think you phone hot spot is going to have the band width needed to support everything. The other thing is to consider you current phone data plan. When your data usage grows, they may either charge you more for the data, unless you have an unlimited plan or throttle your speed for excessive data usage.

Yes, it is possible to run on both systems as you asked. You can contact with your local internet provider and get their tariff/plans to understand the same by monthly/ annual fees. It varies from region to region or country to country.

That depends on region to region or country to country. Also it is a matter that, if that type of service can provide in your country or your nearby local providers. Because some countries may not be allowed all types of internet services for their economical/political reasons.
