    The HIPAA Security Rule itself is fairly prescriptive in outlining what's needed to be compliant. For specifics on risk assessment, you might consider the following NIST resource:
    csrc.nist.gov/publications/nistpubs/800-30-rev1/sp800_30_r1.pdf

    If you don't have security experience, I think the only reasonable (and defensible) solution is to hire an outside party to do this for you.
