If you want to get a good idea of what is out there and the average pricing (u.s. dollars) check out this site. I went with the mid range category, You can check out the higher and lower if you need,

A lot depends on what you plan on using it for. A dedicated video card will perform better. It's also nice to know if it fails for some bizarre reason, you can replace the card without having to replace the entire motherboard. If you let us know what you plan on using it for we can make a suggestion. Also what currency you budget is in, as a lot of our member are mostly familiar with US dollars.

With a budget like that I cannot think of much. Just a middle of the road CPU ( Intel i5 ) and a middle of the road video card (GeForce GTX960 w/4 gig) together would run around 300.00 here in the US.
IF you want something for gaming the prices go much higher.

If you are going for gaming systems the price should be high.

There is no good answer without knowing some requirements. (And what currency.)

The budget is good start, but it'd be helpful to know what the units are. What apps do you need to run? What performance characteristics should be included? A description of the goal environment is a way to think about requirements.

You can ask about "good" or "best", but answers will apply to "Good for what?" or "Best for whom (doing what)?"

Is this for tasks like simple browsing, shopping and on line banking? Are you looking for something that can play some older video games or are you looking for a system that can play current games? Is this going to be used for 3D modeling and video editing? Each scenario would have different "best" hardware setups.
