What problem are you having in getting it done? Are you looking for training?

A recommendation for college-level training or for a good on-line training course that focuses on your needed areas is what you should expect for an answer. One implication is that the needed knowledge might take a couple months to obtain.

If you are in a position of responsibility for network security, you might also be in a position of liability. If so, you shouldn't be relying on a Q&A forum for what is close to a training course in the work. Nor should you be willing to accept an answer that tries to tell you how to do the tasks. Such an answer will be provided without concern for your potential liability. It's not an answer you should trust.

You need to become aware of the elements of authentication and authorization that cover your requirements, as well as how they relate to groups outside of "IT Support". After those, issues of auditing and others should be covered. Also, the inclusion/exclusion of devices in the domain plus other areas need to be learned. It's all far too much for any quick answer (if you are becoming the responsible person).

See the link below to get an idea on how to give permissions:

    https://technet.microsoft.com/en-GB/library/dn579255.aspx

This is just a short introduction on how to create a security group in order to give special permissions to some people. If you don't have any knowledge of Active Directory follow some videos on youtube and it will show you exactly what you need to do in order to get this task done.

    Hope this will help you
