A GIF is most likely an image file from a website you visited or part of an app. If you know the folder this is located in, it will shed some light on where it came from. 

In regards to your original question, you can delete it by right clicking the file and select delete. This will stick it in the recycle bin if you need to recover it.
If you want to permanently remove it with no recovery option, Hold the shift key when selecting the delete option.

    Is this GIF file in the Temp (tmp) folder on your system? If yes, probably this can be used by your system/an application that you installed. Just reboot the system and try again, if your are not successful, reboot the system in Safe mode and try to delete the same.

    The GIF may have also come in from an e-mail with an image. If you right click the file name and go to properties, in the middle of that window it lists the file location. Let us know what that location is and we can better advise you.

    Since we don't know every action ever performed by your computer, we can only make many random guesses about how a file got there. Many possibilities exist.

    We can't even be sure that it contains a GIF image. The file could be anything. A file extension doesn't define what's in a file; it only provides a less than certain hint.

    It is better to scan/clean your system with a good antivirus. If there is already installed, check either it is updated. Or you can download MWAV (a free tool) and run the same to make sure that this is not happening due to virus.
