    Assuming this is your office, where almost all web sites are blocked else company's website or lotus notes (access by IP address). If this is the case, this is not possible without their permission or the sys admin/network admin person. Better you ask the person who takes care of the system and request to unblock the web sites which you want to access.

    It doesn't matter if it's through a business, office, a school network, a coffee shop or anywhere else. If a connection to that WiFi network is restricted to a single target site, then your only legal way around it is through the network administrator. Ask the administrator for instructions.

    If the network belongs to you, then much more info about your network hardware and your networking setup is needed before anyone can help. Just to get started, a screenshot of the site's page would probably be needed.

    In general for personal use, there is no restriction if it is solely owned by you other than children. At coffee shop, there are some restriction of web sites for their security/prevent to see bad/ adult web sties. But in office almost all management/officials maintain to restrict almost all websites other than company mail/email.
