You can open it with Microsoft Visual Fox Pro. There are no other options according to this site  FILEINFO.COM

Yes, MS VFP or Microsoft Visual FoxPro can open that type of file. Such programs may not work on modern OS properly, are no longer available and supported by their original developers. Also VFP is under license issue.

My question is remain same. In FoxPro (any version / visual) I couldn't find the way to modify my .vue file. Whenever I try to open it, it RUN's and not opens for editing/modification/view. Is there any software or any other way to modify or even I can see the context of .vue file? Please help.

.vue file is assigned to settings files used for the MS Visual FoxPro dynamic programming language. These .vue files contain FoxPro environment information such as setting parameters and configuration details used in the process of creation of new applications. Also a command, SET VIEW TO <vue filename> needs to be executed to restore the entire environment. While debugging, the environment settings can be saved in a view file, while testing can be performed, & the environment can be restored to continue program execution. Basically this is a kind information for you.

All you wrote is the same knowledge which one can see in the help section of a command. Asking from experts of FoxPro about modification or viewing the context of .vue file is a real question, and it is still a question. Can anyone help on this?
