Folder keeps getting marked as Read-Only in Windows 10

I'm on Windows 10 and I noticed that one of my main folders keeps getting marked as Read-Only. I'm not sure why this is happening. Can I find out which program / application is doing this? I need to be able to make edits in this folder. Thanks so much.

Is this a work computer? If so talk to the networking department. They
may have set permissions to maintain data integrity. If it is a home PC,
Did you create the folder under another profile like the administrator
or did you start an application by selecting run as administrator? These
are the most common reasons
